OSCE Constitution

 ARTICLE 1: NAME

The name of the organization shall be called the Ohio Staff Council of Higher Education acronym OSCHE.

ARTICLE 2: PURPOSE

Section 1 - The purpose of OSCHE shall be to promote camaraderie among employees and to encourage high quality of work performance and professionalism in the workplace.

OSCHE will seek:

1.1 To encourage our individual institutions from being at a disadvantage in competing with other states, private industry, or federal agencies for competent personnel by striving for adequate standard of living and quality of workplace.

1.2 To encourage the establishment of adequate and fair standards for the appointment, promotion and separation of employees at their respective institutions.

1.3 To encourage adequate in-service training and educational opportunities for employees at their respective institutions.

SECTION 2 - OSCHE is never to be affiliated with any local, state or national labor union. In no event shall a strike or work stoppage be employed by OSCHE.

SECTION 3 - OSCHE objectives shall be determined by adoption of policies at the Annual State Conference.

ARTICLE 1: NAME

The name of the organization shall be the Ohio Staff Council of Higher Education or OSCHE.

ARTICLE 2: MEMBERSHIP

Section 1 - Any non-union employee of a two or four year public, state-assisted institution of higher education shall be eligible for membership in OSCHE. Members shall abide by the provisions of the Bylaws of OSCHE. Each delegate who serves on OSCHE will be selected by the members groups who participate.

ARTICLE 3: ORGANIZATION

Section 1 - The officers shall be the Chair, Chair-elect, Secretary and Immediate Past Chair.

Section 2 - The Annual State Conference, hosted by a member organization, shall be at a time and place approved by the Executive Board. The purpose of this Annual State Conference shall be to discuss issues of concern and to conduct such other business as deemed necessary.

Section 3 - OSCHE shall meet four (4) times per year with one of the meetings being the Annual State Conference. The Annual State Conference site shall be determined two years in advance.

ARTICLE 4: ELECTIONS & VACANCIES

Section 1 - The Chair-elect and Secretary shall be elected by members attending the Annual State Conference. The new Officers will be installed at the close of the Annual State Conference.

1:1 The Nominating Committee, consisting of the Chair, the Chair-elect and one other member of the Executive Board shall prepare a slate of officers for consideration at the Annual State Conference.

1:2 Addidtional nominations for any office shall be allowed from the floor immediately before balloting occurs at the Annual State Conference.

1:3 Three members of OSCHE appointed by the Executive Board shall count the votes, announcing the outcome at the close of the Annual Conference. The candidate receiving the most votes shall be considered the elected officer.

1:4 Each member organization shall select no more than five (5) members to be their voting delegates for the purpose of electing officers and conducting business.

Section 2 - Each organization shall select two (2) delegates and one (1) alternate to serve on the OSCHE Executive Board.

Section 3 - When vacancies occur, the Chair, upon approval of the Executive Board, shall have the authority to appoint a member to such vacancies. The Chair-elect shall succeed the Chair if a vacancy should occur with a new Chair-elect to be elected at the next Annual State Conference meeting by open nomination. 

Section 4 - No elected OSCHE officer shall hold the same office for more than one year except by approval of the membership attending the Annual State Conference.

ARTICLE 5: DUTIES OF OFFICERS AND COMMITTEES

Section 1 - The Chair shall preside at all meetings and be the Executive Officer of OSCHE. The Chair shall assure adherence to all provisions of the Bylaws.

Section 2 - The Chair-elect shall serve in place of the Chair in the event of absence or disability of the Chair. The Chair-elect shall perform duties as may be assigned by the chair.

Section 3 - The Secretary shall record the minutes of all Executive Board meetings. The Secretary shall perform clerical duties as designated by the Chair; shall mail information on meetings to all members of the Executive Board and the OSCHE membership, shall take minutes of all meetings and mail copies of those minutes to delegates of OSCHE.

Section 4 - The Past Chair shall be assigned appropriate duties by the current Chair.

Section 5 - The Executive Board shall have general supervision and control over the affairs of OSCHE.

Section 6 - Special committees may be appointed by the Chair to accomplish the business of OSCHE

Section 7 - All elected or appointed Chairs, chairpersons and delegates shall be required to attend at least 50 percent of the meetings during the year

ARTICLE 6: AMENDMENTS

The Bylaws may be amended an any Annual Conference by tow thirds majority of the voting delegates present. Amendments must be submitted in writing to the Chair at least 30 days in advance of the Annual State Conference.
